Originally opened in 1971, the Central Detention Center (CDC) served as the main county jail for over 20 years. Overcrowding in the 1980s led to the construction of the West Valley Detention Center in 1991. Central Jail, as it was previously known, closed briefly due to budgetary constraints but reopened in 1994 after the sheriff negotiated a contract with the U.S. Marshal’s Service to house federal inmates. For more than 20 years, CDC has been the primary booking facility for police and sheriff stations in the east valley area, processing over 20,000 inmates annually. The facility houses over 600 county inmates and 200 federal inmates, although at its peak, it accommodated up to 850 federal inmates daily. CDC also serves as a west coast hub for the U.S. Marshal’s Service, managing the transportation and housing of federal inmates arriving from and departing to locations across the U.S. and the Pacific Rim Islands. Federal grants and contracts have enabled significant retrofitting and upgrades to the facility. Inmates at CDC have access to programs such as high school diploma education and substance abuse intervention, while the center also hosts programs for at-risk youth. The dedicated staff at CDC remain committed to adapting to the evolving correctional environment and serving the citizens of San Bernardino County.
West Valley Detention Center

The West Valley Detention Center (WVDC), opened in 1991, is one of the largest county jails in California with a bed capacity of 3,347. Handling 50,000 to 60,000 bookings and releases annually, the facility offers comprehensive medical, dental, and mental health services, as well as worship services for various denominations. It also provides inmate instruction programs in culinary arts, laundry services, and landscape maintenance. Over 600 staff, including civilian employees such as maintenance crews, medical professionals, culinary staff, and support personnel, work collaboratively to ensure optimal safety and security for employees, inmates, and the surrounding community while upholding public trust and delivering effective law enforcement services.
WVDC accommodates arrestees from numerous agencies, with pre-trial inmates comprising the majority of its population. Court assignments are managed via remote video for locations like San Bernardino, Fontana, Rancho Cucamonga, Chino, Victorville, and Barstow courts, while the Transportation Division safely moves approximately 122,000 inmates annually, traveling over one million miles. Medical care is provided continuously from booking to release, with all inmates medically screened upon arrival. Health professionals available 24/7 offer services including physician sick calls, medication administration, treatments, dialysis, radiology, dental care, and psychiatric care. The facility’s special medical/mental health housing areas are staffed around the clock by dedicated professionals.
The Food Services Division, renowned for its culinary instructional programs, enables participating inmates to attain food safety management certification. Serving over three million nutritious meals annually, the division ensures dietary needs are met through collaboration with medical staff, including dietitians who design therapeutic and religious diet plans. The WVDC’s success is attributed to the dedication and teamwork of its employees, who remain committed to providing premier service to the agencies and communities across San Bernardino County.
High Desert Detention Center

In January 2006, the High Desert Detention Center was opened to address the need for additional space within the Bureau of Detention and Corrections. As the first Type II facility in the High Desert, it provides safe and secure housing for over 2,100 inmates. The facility is staffed by more than 200 safety, general, and medical employees who ensure the security, safety, and basic needs of the inmate population. Fully compliant with the regulations of the California State Corrections Standards Authority, the center aims to protect the community by maintaining a secure, safe, humane, and just environment within the jail.
